when i look at the drivers its empty
It only happens on GTK windows (thunderbird and firefox).
Iv been told to not keep changing my distro but i dont know what else to do when i have a problem that no one has an answer to, fingers crossed someone here can help.
Usually tearing is sorted by later versions of graphics software, to wit:
Intel video drivers
Mesa
Libdrm
libpixman
xorg-server.
If that's a brand new Intel GPU type, you might already have the best setup. Tearing is a sign of stress. Bus bottlenecks play a role, but so does resolution and refresh rate. Videos played using flash are notorious for causing trouble. Check if acceleration is enabled by default in the flash plugin. There is a config file you can load. Google for it.
firstly i dont understand why my drivers list is empty ? how do i install driver for this intel board? (if i even need to, i dont know but i know i have drivers listed on other machines with nvidia just nothing on this one)

is not for showing mess of your windows is for showing mess of your ubuntu (almost linux OS)
lspci command is to list your hardware including GPU
glxinfo to show directrendering
/var/log/ is the folder with all system logs (it is impossible to do not have one)
dpkg -l is to list installed packages in system.
O sorry i just copied pasted, i guess it was this.
Im sorry i dont know anything about terminal commands yet but the idea was that i would drop windows on all my comps, install linux and when they are all working and stable i could spend some time learning what its all about but this year i have had so many problems with linux that i have not got to a point where i can even think about anything deeper than just fixing things that dont work , graphics, network, peripherals etc etc.
i guess you probably neither upgraded or not version of you GPU drivers in first case you can downgrade (it might be problematic) to previous version or in second upgrade to latest by:
