Hardware power down and reboot issues with newer kernels

Hello all.

I have a strange issue that I hope I can do a good job of describing.

Currently, I'm running Ubuntu LTS 22.04 on a Dell Optiplex 7040. 32 GB or RAM, Intel® Core™ i7-6700 CPU @ 3.40GHz × 8, Mesa Intel® HD Graphics 530 (SKL GT2).

When I installed Ubuntu 23.10 on this hardware, the system would not reboot and would not completely shut down. It appeared as if the computer would shut down but it would actually not and then not power back up. Same issue when rebooting. The system would not power back up. I would have to physically remove the power cord and plug it back in to get the system to power back up. The exact same thing would happen when I install the latest Fedora 39 and the latest Manjaro. I tracked down the issue to the latest kernel. Since Manjaro has a really nice tool to upgrade or downgrade the kernel, I decided to do a bit of troubleshooting. If I downgraded to the previous kernel, the issue remained. If I downgraded to the last LTS kernel, this would resolve the issue. Also, if I upgraded to the latest testing kernel (the version now escapes me), this would resolve the issue, as well. Another test was to install the latest daily image of Ubuntu's next LTS, 24.04. This did not work and the issue remained the same. When I reinstalled the Ubuntu LTS 22.04, the issue was not present.

Anyone have any ideas on what could be causing this? I'm certain there's something with this hardware that "most" newer kernels don't like. I say "most" because when I upgraded the kernel on Manjaro to the latest testing kernel, the system powered down and rebooted just fine.

Thank you for any help you can give with this.

Are you using the latest Dell BIOS?

This appears to say problem solved. Why not use 22.04?

Yes, running the latest BIOS.

I am using 22.04, and I like it, but would like to run 23.10 and then 24.04 when it's released. As it stands, I won't be able to run anything newer than 22.04 on this hardware.

Thanks

You might consider adding 24.04 now, rather than replacing 22.04, and then reporting a bug. That way, a fix should be found by the time 24.04 release becomes official in 4 months.
