RHEL 6 to RHEL 9 Rehosting Recommendations

We have a RHEL 6 server as our Gateway Router, running Webmin with Webminstats (primarily for graphical tracking of network interface bandwidth utilization), Bind DNS, and Turtle Firewall (iptables).
We need to rehost our Gateway Router on a RHEL 9 server along with the latest packages for Webmin with Webminstats (necessary with current Webmin?) or MRTG(?), Bind DNS, and a firewalld GUI.
We, also, need to add Identity Management(IdM) to this new server.
I'm looking for recommendations for which applications we should install to maintain or increase our CIS security level, along with any tips for migrating our firewall rules and our DNS zones and records.

No idea at all...you don't say what environment you're in, what kind of IDM you want/need, what it integrates to, etc. Too much to guess at. Since you've been working with Linux for seven years, you should know what you need. Going that many versions up won't be easy, and there isn't a clear migration path.

Suggest keeping the old system up in parallel during migration to the new system.
