I am a user of UnionTech OS, which is based on Deepin.
I cannot change the font and font size via commands on UnionTech OS.

Change the font and size IN WHAT on Deepin? The terminal, the desktop, GUI a specific application, are all different cases.
That said: generally if you change it in a terminal by using the command line it probably change it ONLY in that terminal and ONLY in that session.

What are you really trying to do here?

Change the font and font size on the built-in file manager, i.e. dde-file-manager.
These font and font size also apply to the desktop items.
