Centos Server sudo priviliges to user

Hello,
This is a newbie question .
We have centos server and one user has requested for sudo access as he wants to install software using yum . He contents that asking sys admin to install software is wasting time when he can execute the yum command to install the packages he require for his programs.
The question is can we only give him access to install software using yum and not other root tasks such as adding user/deleting user as the management does not want to give him all the root previliges

If a user can install software with root priveledges then a user can be root.
May I ask where you work? I'm an incompetent systm administrator and I'd like a better-paid job pretending I know things.

^ that's a _little_ harsh.

sudo can be set up very individually, there's a famous article (both written and spoken) called "sudo - you're doing it wrong", by the creator of sudo.
i suggest you, amjadhpc, seek it out.
